The GWOPA Annual Report 2025 presents the Alliance’s work to strengthen water and sanitation operators through solidarity-based, peer-to-peer cooperation. The report highlights how Water Operators’ Partnerships are helping utilities address operational challenges, improve service delivery and contribute to more inclusive, resilient and sustainable cities.
A partnership between Colombia’s public water and sanitation utility in Pasto, EMPOPASTO, and AQUACOL, an association of community-based water and sanitation providers, has helped rural communities strengthen the operation, maintenance and management of their water systems in Cauca and Valle del Cauca. The exchange from 2022 to 2023 supported rural providers in Asoalma Curpaq, Morales, Robledo and Sanquepal with 3905 client households in total, where communities had been facing technical, operational and financial challenges affecting service quality and sustainability.
In the industrial city of Gabès in Tunisia, where water losses and pressure on the network affect service delivery, a four-year Water Operators’ Partnership between Tunisia’s National Water Distribution Utility (Société nationale d’exploitation et de distribution des eaux, SONEDE) and Italy’s MM S.p.A. has come to a close. The partnership, managed through the Global Water Operators’ Partnerships Alliance, hosted by UN-Habitat, and funded by the European Union, supported work on leak detection, digitalization, urban drainage and participatory governance.
Water and Sanitation professionals from Kryvyi Rih, Ukraine spent five days in early February 2026 on the ground in the north of the Netherlands, moving a Ukrainian-Dutch Water Operators’ Partnership from remote coordination into face-to-face, hands-on peer exchange.
Hosted in Groningen, the Netherlands, and surrounding sites, the mission brought colleagues from Kryvyi Rih Kryssbass Vodokanal together with peers from the Dutch water partnership WaterWorX to compare approaches, walk through operational practices and begin shaping concrete steps for implementation.

The Water Operator's Partnership between VEI and Nakuru County from 2017 to 2021 had the main goal to increase and improve water and sanitation services in Nakuru County in line with the Sustainable Development Goals (SDGs), by promoting benchmarking activities, increasing water and sanitation coverage, increasing water supply, improving distribution management (non-revenue water, and establishing a strong customer-support mechanism.
