Summary

This training supports professionals from water and sanitation utilities in identifying and managing integrity dilemmas—complex situations where ethical decisions are not clear and may involve conflicting values or consequences. Using practical case studies, participants will explore real-life challenges such as unauthorized connections in informal settlements, disconnection of services for non-payment, pressure to manipulate information, and inclusion of marginalized groups. Each case includes guiding questions to support thoughtful, context-sensitive decision-making at both individual and institutional levels. Recognizing that there are no universally “right” answers, the training emphasizes the role of social, political, and cultural factors in shaping decisions. By reflecting on who is affected, how, and for how long, utility staff can strengthen ethical practices and reduce integrity risks in service delivery. The training event is organized by the Water Integrity Network (WIN), drawing from WIN’s global capacity development work, integrity training resources, and a previous training session organized during GWOPA Assembly (2-3 November 2024, Cairo). A participatory methodology will be used to foster critical thinking and shared learning among utility professionals and other stakeholders. Training will be conducted in English. A Spanish version can also be offered if needed.

To increase awareness and understanding of common integrity dilemmas in water and sanitation service delivery. To provide practical tools for making integrity-based decisions in complex operational environments. To promote a culture of integrity in utility companies, prioritizing ethics, participation, transparency, and accountability. To empower utility staff to identify integrity risks and implement preventive measures that strengthen the quality, affordability, and reliability of water and sanitation services.
