Summary

This joint session brings together experiences from global organizations, academia, and the private sector to explore how digital transformation can be successfully implemented in complex, resource-constrained environments. By addressing both the technical and institutional dimensions of change, the session will examine how digital tools—when aligned with strategic planning, financial management, and local context—can lead to sustainable improvements in service delivery. Case studies from Somaliland, Namibia, and Kenya will highlight practical lessons and innovations that are shaping inclusive urban futures. UNITAC focuses on Implementing simple technologies in complex environments. Everyone talks about the transformative potential of digitalisation, but no one mentions the ‘last mile’ of implementing technologies in very local, low-resource contexts. The UNITAC case studies provide unique insights into the very concrete challenges and pitfalls of the socio-technical change processes related to adopting such technologies and integrating them in existing systems, processes and cultural habits. Two project experiences will be presented and discussed by UNITAC as case studies in this session: 1) An app implemented with Hargeisa Water Agency, Somaliland, that connects people living in informal settlements with mobile water vendors; and 2) A platform implemented in Namibia that digitalizes the process of creating and tracking job cards for urban services like water meter readings or building inspection. These case studies will provide insights that are essential for making technological innovation work in a sustainable way and for living up to its promises. NYEWASCO introduces the "Golden Triangle" model—where Strategic Planning, Financial Management, and Digital Implementation align under unified leadership. This session showcases how these three pillars—often siloed—can work synergistically to drive better decision-making, enable digital transformation, and ensure sustainable financial and operational outcomes. This approach has digitized the company's end-to-end operations, improved efficiency, and ensured financial sustainability without major external funding. The case illustrates how utility-led, innovation-driven change from the inside can succeed, emphasizing the importance of leadership and internal alignment in accelerating progress toward digital maturity and customer-centric service.

Objectives

Demystify Financial Enablers: Share NYEWASCO’s "Golden Triangle" model to inspire utilities on cross-departmental collaboration and self-funded digital transformation. Foster Cross-Sector Learning: Facilitate knowledge exchange between utilities, tech providers, and policymakers to bridge gaps in implementation. Explore challenges and opportunities in implementing digital solutions in global south urban contexts, focusing on the “last mile” of adoption and integration into existing systems and cultures. Share practical insights from UNITAC case studies in Somaliland and Namibia to highlight inclusive, sustainable approaches to digital transformation in urban service delivery.
