BACKGROUND
The United Nations Human Settlements Programme (UN-Habitat) is the agency for human settlements mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities. Together with governments, the agency is responsible for promoting and consolidating collaboration with all partners, including local authorities, private and non-governmental organizations in the implementation of the Sustainable Development Goals (SDGs).
The Global Water Operators’ Partnerships Alliance (GWOPA) helps water and sanitation operators help one another. Led by UN-Habitat, it is an international network created in 2009 to support operators through Water Operator’s Partnerships (WOPs) – not-for-profit peer support partnerships between water and sanitation operators aimed at enhancing their capacity and performance to provide a better service to more people in support of the SDGs. The GWOPA Secretariat translates GWOPA’s mandate into strategies and programs. It implements, through collaboration with a range of partners, annual alliance work plans to help ensure WOPs are scaled up and are contributing to water and sanitation service providers’ improved capacity and performance.
The GWOPA Secretariat is currently hosted by the Government of Germany. Since 2013, GWOPA has been collaborating with IHE-Delft of the Boosting Effectiveness in WOPs (BEWOP) Project to offer knowledge guidance and practical tools that make it easier for utilities to lead successful WOPs. Since its inception, BEWOP has undergone four phases: In its current fourth phase, BEWOP complements the ongoing EU-WOP Programme and its 22 WOP projects with a knowledge management initiative. It aims at optimizing the value of the knowledge capital around the EU-WOPs through creating and exchanging knowledge within, between and about these WOPs. The Consultant reports to the Head of GWOPA, within the Urban Basic Services Section/Urban Practices Branch/Global Division.
OBJECTIVES AND ACTIVITIES
The objective of this consultancy is to support GWOPA in various knowledge management in support of its strategic objectives.
MAIN ACTIVITIES
- Develop, Coordinate, and Implement two online Knowledge Series (BEWOP)
- Collaborate with respective technical teams within UN-Habitat and relevant thematic Communities of Practice within the Global WOPs Community to design the content for two knowledge series on i) Utilities, WOPs, and the Human Rights to Water and Sanitation and ii) Water and sanitation utilities and digitalisation.
- Develop a detailed plan for the knowledge series, including session objectives, agendas, speakers, and materials.
- Implement the sessions, ensuring smooth execution and active participation.
- Prepare a joint session outcome slide deck summarizing key points and takeaways for further use by GWOPA members.
- Support the Fourth Session of the European WOP Enablers Meeting (BEWOP)
- Assist in the preparation of meeting agendas, materials, and presentations for the event in December 2024 in Bonn, Germany.
- Provide substantive support during the meeting, including notetaking and facilitation as needed.
- Develop a comprehensive outcome report summarizing the meeting's discussions, decisions, and action points.
- Develop a Substantive Framework for the 6th Global WOPs Congress (BMZ)
- Engage with GWOPA stakeholders to gather input and insights for the congress framework.
- Develop a comprehensive framework document outlining the themes, objectives, session formats, and potential speakers for the congress.
- Ensure alignment with UN-Habitat’s strategic goals and the needs of the Global WOPs Community.
- Present the framework to key stakeholders and incorporate feedback.
