Project description
The EU-WOP Water Operator Partnership programme between SWDE, FOREM ASUREP, and inter ASUREP aims to improve the performance of these structures. Ultimately, the project will improve access to drinking water (SDG 6.1).
By providing support to Inter ASUREP, this project will also contribute to the sustainability of the impact and sustainability of Enabel's Water Programme, abbreviated as "ProgEau". It implements the rehabilitation and construction of hydraulic structures improving drinking water supply in the provinces of Kasai Oriental, Maniema and South Kivu. 23 water networks are concerned and have a positive impact on more than 600,000 beneficiaries. All networks are managed by Drinking Water Network User Associations (ASUREP). This project is the realization of long-term support for existing structures.

Project main objectives
The project highlights the value of decentralized cooperation and the partnership approach of this type of innovative cooperation. It is in line with the priorities and objectives of sustainable development by promoting access to drinking water, at an affordable cost, for all; bringing increased efficiency in water management and supporting and strengthening the participation of the local population in improving water management. In addition, this project is a joint initiative between two Belgian public operators and a partner from the South.
General objective: this collaboration between the organizations aims to strengthen, through mentoring, the capacity and performance of the Inter ASUREP and ASUREP structures in terms of management, finance, and technology to implement operational and organizational changes that lead to better and more sustainable services
Specific objectives:
- Contribute to the implementation, for a good operational, administrative and technical management of the water service, of the necessary procedures, means and tools/equipment.
- Strengthen the capacities of agents (managers and technicians of ASUREP and Inter ASUREP) responsible for the management of water services
Expected results:
In terms of administrative and operational management:
- An annual/multiannual management plan integrating key monitoring indicators is developed and/or updated,
- A calculation methodology for the price of water is developed and updated,
- IT tools for monitoring consumption, invoicing and customer data are implemented or updated,
- Training in computer tools / office automation are carried out, training materials are made available as well as equipment if necessary.
In the field of technical management:
- Training in network operation techniques (day to day, preventive maintenance, incident management) is carried out,
- Training in the techniques of operation of production structures (buildings, civil engineering, electromechanics, ...) are carried out,
- Training in the management of unaccounted volumes and leak detection techniques is carried out,
- A methodology and procedure are developed and training is carried out for the monitoring of water quality.
In terms of governance and strategy:
- An investment and decision support plan integrating external factors and developments (energy efficiency, climate change, IWRM, etc.) is developed,
- A communication strategy and a communication and awareness plan for stakeholders (local authorities, populations served) are developed.
