Facilitated by USAID, a representative from Iloilo City (Iloilo) visited Phnom Penh to meet with local officials to discuss city-city twinning and to understand the general sanitation issues of the Russei Keo District, where USAID and Phnom Penh are cooperating to promote sustainable sanitation practices. The IloiIo representative also presented its best practices on sanitation services planning at a workshop attended by sub-district and municipality leaders and local NGOs. Iloilo and Phnom Penh indicated interest to link under the ASEAN Environmentally Sustainable Cities Program.

In order to better understand the specific nature of the environmental health challenges in the Russie Keo District, Phnom Penh with USAID support conducted rapid environmental health surveys in each of the 12 sub-districts. Survey findings were diverse and ranged from lack of safe water sources to direct discharges of sewage to surface waters. Iloilo's initial inputs for Phnom Penh on undertaking a planning process to better understand the sanitation issues helped the survey design.

Based on the survey results, Phnom Penh prioritized the need to develop an information, education, and communication plan as a first step for improving urban sanitation and environmental health. With USAID support through a local NGO, Phnom Penh conducted qualitative and quantitative surveys to feed into the development of effective and locally appropriate sanitation promotion materials.
April 2008
In an effort to develop an effective promotion campaign through city-city linkage, representatives from Phnom Penh, including the Deputy Governor, traveled to Manila and Iloilo City to learn about best practices in sanitation promotion campaigns in the Philippines (from Muntinlupa City, Marikina City, San Fernando City and Iloilo City) and about designing of surveys and focus group discussions and developing appropriate campaign outputs based on survey results. Phnom Penh representatives visited Iloilo City to witness the City's continuing promotion campaign on improved sustainable sanitation and signed a Letter of Intent to partner with Iloilo City.

Iloilo and USAID organized a workshop to build Phnom Penh's capacity in developing sanitation promotion materials. Iloilo shared its experiences and promotion strategies and tools, which included:
Understanding the larger system affecting behaviour change; Segmenting the target audience and pre-testing; Developing banner messages; Choosing the promotional approaches.
A key feature of the workshop was pre-testing of materials with schoolchildren.
August 2008
Phnom Penh launched its first ever campaign for improved urban sanitation and environmental health during a large Water, Sanitation, and Hygiene (WASH) event held in a public market in Russei Keo. Nearly 1,500 people, including residents, schoolchildren, NGOs, national offices, and donor organizations participated in the event. Phnom Penh also placed large billboards of selected materials in all five major entry points into the city.

IloIlo presented the lessons learned from its twinning partnership with Phnom Penh at a regional sanitation conference in Hanoi, Vietnam. IloIlo highlighted the importance of such partnerships in building capacities and in affecting change at the local level, considering that both cities are part of ASEAN.
