Project description
The primary objective of the partnership is to improve access to sanitation services for communities through the design and construction of septage treatment facilities using natural systems.
Project main objectives
-Help CWD produce detailed designs for a septage treatment facility;
-Build CWD’s capacity to operate and maintain the wetlands upon construction;
-Help LLDA’s partners design and develop a natural treatment facility; and
-Develop a document that supports future dissemination and replication of the pilot projects.
-Expose Laguna Lake Development Authority to natural wastewater treatment systems;
-Foster collaboration between the Taiwanese Environmental Protection Agency and Philippine regulators; and
-Disseminate Taiwanese expertise and replicate their best practices in the region.

-Help LLDA’s partners design and develop a natural treatment facility; and

Describe the overall results
OUTCOMES
All the planned works, technical training and design evaluations, of this project have been accomplished. The details of those activities have been summarized after each activity. This final report is presenting a brief summary of this partnership project accomplished and comments for future developments.
The tasks implemented during this twining project are:
-Assisting technical staff of Calamba Water District and the LGUs of Lucban and Angono to develop detailed designs and implement septage treatment facilities using natural systems;
-Building the capacity of Calamba Water District and the LGUs of Lucban and Angono to operate and maintain the wetlands upon construction;
-Developing planning guidelines outline that promote the use of natural systems for wastewater treatment; and
-Promoting the future replication of natural wastewater treatment systems around Laguna Lake.
In the duration of this project, Prof. Shuh-Ren Jing and Ying-Feng Lin of Chia-Nan University of Pharmacy and Science (CNU, the Mentor) visited planned sites 4 times to meet the management and technical people of cities involved. Sites evaluation and technical training were performed in those meetings, so as to assist the designers gradually accomplish the plans and detailed designs for the natural treatment systems for each city. The people involved were invited to Taiwan twice for intensive training courses in CNU and visits to similar sites, which are operating and maintained by cities in Taiwan. In the mean time, several problems, such as land availability, budgets, technical concepts, etc., surfaced and was solved one by one with discussion, negotiation, technical adjustment, and so on. Better understanding and increased technical ability between the two teams were facilitated with those challenges through the problem-solving and technical discussions. Many sustainable concepts were naturally adapted in the engineering designs by Philippines engineers and management people, which is very important for a sustainable operations in the future. With the efforts of all the teammates in this project, the outputs are as follows:
-Plan, engineering calculation, and detail designs for natural treatment system for CWD sludge treatment plant, Lucban LGU, and Angono LGU only CWD results are compiled in ECO-Asia office;
-Budgets estimation of the whole system for scale-up and replication;
-Sustainable operation and maintenance plan of the system
- sustainable operation is the main goal for designing the system;
-Design guidelines (annotated outline) for using natural treatment systems in Laguna Lake region (contribution by Laguna Lake District Authority, LLDA) for applications of similar technologies around Laguna Lake in the future;
-Replication work can be extended with the experiences and working model in other areas around Laguna Lake or other rural areas in the Philippines for clean and healthy environment;
-The results and the working model of these projects had been shown to other organizations, such as, the World Bank, Asian Development Bank, and other countries.
Technical assistance from mentor to recipient is not the only accomplishment of this twining project; many other beneficial results were also achieved through the collaborative work:
-Concepts of green architecture, sustainability, ecological technology were also discussed and applied in the planning and design works. Those concepts are very useful for those trained technical people to upgrade their design technology not only achieving sustainable management, but also promoting practices in reducing global warming stress;
-Multiple professional people, engineering, management, legislation, labor, etc., were enjoined to work together, which will make the design plans more practical and achievable;
-International experiences sharing becomes more feasible and acceptable;
-The sustainable concepts were extended to local economic development; eco-tourism around Laguna Lake region through the use of ecological technology.
